The purpose of the Title III office is to coordinate, implement, and monitor all Title III program activities and to ensure compliance with federal, state, and university policies and procedures as required by the Department of Education.
Federal assistance under these programs may not be used to cover any general operating and maintenance expenses of grantees or to supplant what an institution would otherwise spend to carry out activities allowed in the programs. The purpose of these programs, as expressed in Section 301 of the Higher Education Act, is to assist eligible institutions to carry out planning and development activities that will enable them to become viable thriving institutions of higher education and, therefore, free from the need for continued assistance under Title III.
Technical and Financial Reports shall be submitted to the Grants Officer in the Department of Education as required in attachments to the Title III Grant Award Letter.
No indirect costs are chargeable to the Title III Grant.
Federal funds awarded under the Title III Grant must be used to supplement, and not supplant, those expenditures which were previously paid from non-federal sources.
Before commencement of any production of audio-visual programming or materials utilizing equipment, materials, or labor acquired under the Title III Grant, detailed plans for production including specifications, budget breakouts (federal and non-federal funds), and dissemination plans must be submitted for prior review and approval by the Director.
Purpose: Title III Activity Coordinators will be appointed on a yearly basis by the University President, based upon funding priorities. The program Activity Coordinators are responsible for making periodic reports on program progress to the Title III Office in conformance with approved proposal.Authority: The schedule of reporting dates will be disseminated by the Title III Director. The Activity Coordinator is also responsible for submitting the following when necessary.

Responsibilities: Specific responsibilities of each Title III Activity Coordinator includes the following:
Day to day coordination of all programmatic activities generated by the respective programs, consistent with budget requirements.
Conformance with program calendar covering the period between October 1 and September 30 of each fiscal year as it relates to approved time lines.
Accountability for all expenditures charged under the Title III activity.
Maintenance of and up-to-date equipment inventory; which includes location and condition of all equipment purchased under Title III.
Maintenance of a daily log of all programmatic activities.
Appropriate dialogue with the assisting agency serving the respective activity when necessary.
Programmatic narrative and related budget for inclusion in the Annual Title III Proposal Application.
Preparation of semi-annual technical reports and final progress reports.
Regular evaluation of Title III personnel in conformance with university personnel policy.
