I. PERFORMANCE REPORT

II. PROJECT SUMMARY
To address the need for improved technology resources, the University established an Instructional Technology Resource Center (ITRC), with the primary purpose to help faculty teach and students learn through improved modern classroom design. The infrastructure for this ITRC will be a large multi purpose facility, which allows for the full range of emerging technologies.

During the first year operation of a multi?year proposal, the ITRC proposal evolved to address the needs of the institution with regard to faculty training and web based activities. The overall objective remains to maximize the use of technology in the classroom and strengthen the design for a virtual campus. The successful development and delivery of any technology enhanced course requires an organization to support the design, development, delivery and management of the course, and to support the faculty and students in their progress through the educational experience. Several new positions were established: Director of Communications and Instructional Technology, Associate Director of Communications, Telecommunications Manager, Webmaster, and Manager of Institutional Training. These positions were proposed to coordinate these project tasks to ensure that quality course material was produced on time and within budget. Additionally, development staff was proposed to support a number of types of media and instructional developments ?- from Web Application Developer to Instructional Designer and Trainer. The development staff is in place to support faculty members in the production of instructional materials.

III. PROJECT STATUS

Objective
To increase the percent of faculty engaging in technology training to 75%.

Accomplishment
It was originally proposed that the actual faculty training would not commence until after the grant year when the Instructional Technology Resource Center (ITRC) facility was complete. However, in the Fall 1999 semester the faculty was introduced to the first of the University's Web Based Instructional Tools, called Blackboard. Due to the results of a survey taken in the Fall of 1998 indicating a need for updated personal computers for the faculty, the Office of Information Technology replaced and rolled out over six hundred (600) desktop personal computers. After three months of training, the School of Business, the School of Pharmacy and the School of Technology are using the tools for class instruction. During the Fall of 2000, the Instructional Technology staff expanded the usage of Blackboard to the aforementioned schools by conducting further classroom training, one-on-one training as well as assisting with individual instructional course design. Currently, several divisions of the College of Arts and Sciences have been added to the groups that are utilizing the Blackboard product.

IV. BUDGET INFORMATION
The approved budget for this reporting period included the Webmaster, Instructional Designer and Trainer. These positions have been filled in order to conduct research, plan and implement the usage of the ITRC once completed.

At this point as it relates to the Resource Center, funds for the design consultant and a portion of the distance learning equipment have been expended. Renovation and initial equipment installation are approximately 75% complete. Once computer equipment is ordered and implemented, all funds are projected to be exhausted. A portion of the equipment budget will be used to enhance the use of technology in the Martin Luther King (MLK) Technology Project. Equipment purchased will directly help our project objective by electronic classroom and studio equipment implementation.
